Prisons should never be a first choice in dealing with criminals. If the crime is a non-violent crime, then house arrest will be more effective. The inmate is responsible for their own well-being while having a house officer to manage the incarcerated person’s ins and outs. The incarcerated person will not be allowed to go out to have any good times. The incarcerated goes where he must to make ends meet, and keep his life in order. This includes appointments, grocery shopping, and work. There are a few things that is required for house arrest.
First, there must be an ankle monitor. This monitor will be tied to a box that would log when the monitor is detected and when it is not. The incarcerated must provide the officer the hours that he has for work, and must notify the officer of any upcoming appointments. The incarcerated must get permission to go grocery shopping. The incarcerated can’t go out with their friends to get a drink. They can’t go to events, and or places that aren’t essential. This is to give a near prison like circumstance to discourage further crimes.
There will be a smartphone app. This app will record any calls and messages received. The incarcerated can not use messaging services such as WhatsApp, or Signal. Any outgoing phone calls will have an intervention voice that the call is being recorded. This is to assure that the incarcerated person doesn’t do any criminal activity through the use of the phone.
As mentioned, there is a house officer. This is much like a parole or probation officer, but for those that are under house arrest. It is the house officer’s job to manage the incarcerated. This means approving for times where they can go to the grocery store, pharmacy or any other necessity place. It is also required of the house officer to provide the contact information of the officer’s superior. This will minimize making life difficult for an incarcerated.
Since the incarcerated person is not in prison, they will receive their GBI at the standard 85% of poverty. This is in addition to any money received from employment, and any other activity. As with everyone else, the person will receive their benefits on the first day of the month.
